Customs launches pilot reform of '2-step declaration'

Zhongshan Customs and Zhongshan Port Customs officially launched the pilot reform of "2-step Declaration" on November 11.

At the executive meeting of the State Council on June 12, it was proposed to implement the customs clearance mode reform of the "2-step Declaration", namely an outline declaration and a complete declaration of import goods. Gongbei Customs launched the pilot project in the Zhongshan Port, Xiaolan Port, Shenwan Port and Zhongshan Bonded Logistics Center on November 11.

In the past, companies were required to complete the declaration of 105 items when they declared their imports, and the goods could not be released and delivered until all the information had been verified by the customs.

Under the "2-step Declaration" mode, a company does not need to submit all declaration information and documents at one time, but only has to fill in at least 9 items. Goods that need not be inspected after a summary declaration can be taken out of the customs supervision place. The enterprise shall, within 14 days from the date of declaration of the means of transport entering the country, finish the "complete declaration" and go through the formalities such as paying taxes in accordance with the regulations for filling in the customs declaration form.

For companies, the "2-step Declaration" reform can lower the threshold of pre-customs formalities preparation, reduce the declaration time and logistics costs, shorten the time of goods in ports, and significantly enhance the customs clearance effectiveness.
