New policy announced to boost headquarters enterprise development

The Implementation Measures for Promoting the High-quality Development of Headquarters Enterprises in Zhongshan were recently issued.

According to the Measures, headquarters enterprises in Zhongshan can be divided into three categories, namely, newly-introduced headquarters enterprises, locally-cultivated headquarters enterprises, and directly-identified headquarters enterprises, all of which should meet certain conditions to be recognized.

The incentives for headquarters enterprises include: settlement rewards, identification rewards, business contribution rewards, office space subsidies, talent-related rewards, educational services, housing support, financial support, land use support, and customized measures. Headquarters enterprises among the Fortune Global 500, China Top 500 Enterprises and China Top 500 Private Enterprises lists will be given a one-time reward of up to 100 million yuan, 30 million yuan and 20 million yuan respectively.

In terms of talent-related rewards, enterprise executives and technical personnel whose individual gross income exceeded 500,000 yuan in the previous year will be given a reward equal to 100% of their business contributions to the city's development, with a maximum subsidy of 1 million yuan per person per year.

Zhongshan will also provide a variety of services for headquarters enterprises, such as giving priority to headquarters enterprises and their upstream and downstream key enterprises for ensuring the safety and stability of their energy supply. In addition, there are many preferential channels, "direct train" services and beneficial services available to headquarters enterprises.
