At present, Zhongshan Housing and Urban Construction Bureau has formulated The Zhongshan Trial Guidelines on the Establishment of House-owners Convention and the Election of Owners Committee, which will be officially implemented in October this year. The trail time will be 3 years.

According to The Guidelines, with agreement of over 20% house-owners, residential community can request in writing for the establishment of the house-owners convention to the local township government or administration committee or district office. Besides, for residential community with more than 50% of building areas brought into use, house-owners can also request in writing for the establishment of the house-owners convention.

Residential property owners can, if they meet one of the above two requirements, apply for setting up a committee. Local township government should set to work with the municipal housing and urban construction departments within 30 days since they received the application, to guide and assist the owners to set up preparatory group of house-owners committee.
