As of June 21, electric bicycles in Zhongshan that meet the new national standards and pass CCC certification will be qualified for registration and incorporated into non-motor vehicle management, the municipal government announced recently. 

On the morning of June 21, Mr Chen from East District successfully registered and applied the license plate for his recently purchased electric bicycle. Through a random drawing of "one out of five", he finally selected "Zhongshan 000713" for his e-bicycle. It was the first electric bicycle license plate issued in Zhongshan.

Statistics of the traffic police department show that there are about 1.1 million electric bicycles in Zhongshan, over 90% of which are unqualified. This means up to 1 million electric bicycles are not allowed to be registered.

Zhongshan will dispose of the unqualified electric bicycles in two cases. E-bikes that meet the old national standards must be registered for a temporary license plate within 2019, valid for 3 years. For unqualified e-bikes, a one-year transition period will be set. After this period, people who ride unqualified e-bikes on the road will be treated and fined according to relevant laws. 

According to the traffic police department, after the implementation of the registration policy, electric bicycle-related traffic violations will be held responsible. Both traffic violations and accidents concerning electric bicycle are estimated to be reduced.
