Beginning this year and in order to improve elevator quality for newly installed lifts in old buildings, Zhongshan has introduced applicable regulations and certifications. The city now requires all new elevator installations in old buildings to obtain a Construction Work Permit. The additional elevator to Building No.12 in Zone B at Tianming Garden, currently under construction, is the first project that has obtained this permit. The steel structure for it has already been completed. Planners of this project are also likely to become the first in Zhongshan to apply for a government subsidy.

"Next, the elevator will be lifted into place. After glass installation, the project will be complete. And after equipment acceptance and safety certification, the elevator will be placed into service. It is expected that the entire project will be completed within the next 20 days," stated He Guiyao, project manager of Elevator Guardians company.

At present, about 20 additional elevator projects have been granted a Construction Work Permit.

This year, the Zhongshan municipal government included installation of elevators in old buildings into the 2019 Top 10 Livelihood Projects. They also assigned special financial subsidy funds, formulated implementing rules of granting the subsidy of 100,000 yuan for each elevator added to old buildings, and offered full-amount subsidies for households enjoying the minimum living guarantee or low-income households for elevator installation.
