Zhongshan City Parking Lot Regulations passed

The 13th Meeting of the Standing Committee of the 13th Guangdong Provincial People's Congress on July 25 passed the Zhongshan City Parking Lot Regulations, which will be promulgated by the Standing Committee of the Zhongshan Municipal People's Congress.

The document, divided into 6 sections, is made up of 42 articles. It contains stipulations on parking difficulties, smart parking and management of parking lots in residence communities and other issues relating to the public.

According to Article 15, if open esidence communities do not have enough parking spaces for their residents, local authorities can arrange parking spaces by using common land or public aisles not owned by residents. Parking space arrangement schemes should be prepared according to relevant regulations and announced to the residents. These schemes can only be later implemented with the consent of more than two-thirds of the house owners of adjacent residential buildings and the relevant procedures for land use in accordance with the law.

In order to alleviate parking difficulties in communities, Article 16 encourages qualified government organizations,  companies and public institutions to open their parking lots to the public during non-working hours for staggered shared parking. Individuals can entrust all their parking spaces to the parking lot managers or implement staggered shared parking via parking service platforms.

In addition, Article 27 stipulates that in the residential building zones, if the parking spaces and garages planned for motor vehicles are not yet sold, the construction units shall rent them, and these parking spaces or garages should be first sold or rented to residents to satisfy their needs.
