The Zhongshan Education and Sports Bureau along with other departments recently issued the Zhongshan Inclusive Private Kindergarten Identification and Management Measures to regulate the fees, withdraw mechanism and other issues relating to inclusive private kindergartens. 

These Measures stipulate that the tuition and nursing fees for inclusive private kindergartens shall not exceed 15% of the standard for self-supporting kindergartens of a public nature at the same level, and may fluctuate by no more than 15% on the basis of the standard in accordance with the local economic affordability. The fees shall remain stable for more than one academic year. 

This means that in 2019, the tuition fee for provincial-level 1 inclusive private kindergartens shall not exceed 1,520 yuan per person per month, for municipal-level 1 inclusive private kindergartens shall not exceed 1,058 yuan per person per month, and for standardized inclusive private kindergartens shall not exceed 727 yuan per person per month. The maximum charge standard shall be adjusted in accordance with the adjustment of the public kindergartens' tuition and nursing fees. 

In terms of teachers' salary, the Measures adjust teachers' personal minimum wage standard. The minimum wage now shall not be lower than "2 times" of the minimum wage standard for employees of the city announced by the government in the same year.
