The 15th China Xiaokang Forum opened in Zhongshan on December 26. Party and government leaders, experts and scholars, local practitioners, entrepreneurs, strategic consultants and representatives of counties and cities with decisive achievements in pursuing Xiaokang (moderately prosperous) attended the event.

The opening ceremony, which was held on the morning, included a tour of projects in 100 Xiaokang counties, the unveiling of the 2021 China County Development List, and a ceremony for China's 100 best counties and cities regarding the aspect of modern social governance. Some of the guests delivered keynote speeches on "Building A Moderately Prosperous Society and Realizing High-quality Development".

Five sub-forums were held in the afternoon, including "New Patterns of Regional Economic Development" and "Practical Achievements of Xiaokang Counties and Cities".

An award ceremony of the 15th China Xiaokang Forum was held in the evening. Eleven awards were presented, including "China's Top 10 Model Xiaokang Counties and Cities 2020" and "China's Top 100 Model Xiaokang Counties and Cities 2020".

Zhongshan won the "Special Contribution City" title for its efforts in building a prosperous society. The Zhongshan Culture, Radio, Television and Tourism Bureau was awarded as one of China's 10 Social Governance Innovation Models in 2020 for its project promoting the modernization of cultural governance. The Zhongshan Human Resources and Social Security Bureau was awarded as one of China's Top 10 People's Livelihood Benefactors with its "East-West Poverty Alleviation Labor Cooperation" program. Yakou Village was awarded as one of the Top 10 Model Villages and Towns for its efforts in rural revitalization. Choi Kwok-chan, chairman of the China (Hong Kong) English School, was chosen as one of the Top 10 Outstanding Figures for his contributions to society. ZHS Beautiful Urban and Rural Areas Sanitation Group Co Ltd won the "Special Contribution Enterprise" title.

On December 27, the guests inspected Zhongshan's model Xiaokang development sites. They also visited Luo Sanmei Mountain, the Museum of Dr Sun Yat-sen, the Sun Yat-sen Memorial Library and other historical and cultural landmarks to experience Zhongshan's landscape and humanistic attitude.
