The 15th Zhongshan Municipal Congress of the Communist Party of China opened at the Zhongshan Conference Center on December 26. Guo Wenhai reported to the Congress on behalf of the 14th Municipal Party Committee, and Xiao Zhanxin presided over the meeting.

The theme of the congress is to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, mobilize Party members and cadres and the masses in Zhongshan to emancipate the mind, change style of work and work harder, draw wisdom and strength from the Party's major achievements and historical experience over the past 100 years, and follow the leadership of General Secretary Xi Jinping to propel Zhongshan's high-quality development.

Guo Wenhai put forward a plan for the next five years featuring five main aspects: "One Grand Strategy", "Two Major Battles", "One Major Task", "Five Projects", and "One Strong Guarantee".

One Grand Strategy: Build Zhongshan into a supporting point for the integrative development of the east and west banks of the Pearl River estuary.

Two Major Battles: First, improve and maintain water quality, eliminating water pollution. Second, improve land utilization and further develop Zhongshan's industry.

One Major Task: Promote Zhongshan's brand as a national famous historical and cultural city.

Five Projects: Business environment reform, industry transformation and upgrading, smooth traffic construction, "Strong Urban Center" construction, and people's livelihood improvement.

One Strong Guarantee: Strengthen the Party's leadership and team building to create an honest, upright, hardworking political environment.

Guo Wenhai stressed that in order to further promote Zhongshan's high-quality development, its people must unite and focus on their positive strengths. "There are no outsiders or bystanders to our goal of opening up new opportunities and a new future! As long as every person in Zhongshan does his or her job with concentration, passion and effort, everyone can be a contributor to Zhongshan's high-quality development. We will surely gather strength to initiate a new stage in our city's future development!"
