The First Session of the 16th Zhongshan Municipal People's Congress opened at the Zhongshan Culture & Art Center on January 12. Guo Wenhai, secretary of the CPC Zhongshan Municipal Committee, secretary of the Leading Party Group of the MPC Standing Committee, also executive chairman of the meeting presidium, presided over the session.

Xiao Zhanxin, deputy secretary of the CPC Zhongshan Municipal Committee and mayor of Zhongshan, made a work report to the session on behalf of the Zhongshan People's Government. In the past year, Zhongshan's gross regional production exceeded 340 billion yuan, 9% more than the previous year. Zhongshan's economic and social development goals for 2022 include: a gross regional production growth of 6.5%; a fixed assets investment growth of 16%,  total consumer goods retail sales growth of 7%, total export-import volume growth of 4%; a 7.5% growth in added value of industries above designated size; a general public budget revenue growth of 5%; a CPI (consumer price index) growth of 3% accompanied by simultaneous growth in residents' income and economic growth; rural unemployment rate under 4%; and accomplishing provincial targets in energy intensity control.

Feng Yurong, deputy director of the MPC Standing Committee, made a work report of the Standing Committee, and made a statement on the motion of carrying out inefficient industrial park renovation in towns and villages across Zhongshan.

Liao Wanchun, chief justice of the Zhongshan Intermediate People's Court, gave a work report on the Zhongshan Intermediate People's Court, and Zhou Hong, acting procurator-general of the People's Procuratorate of Zhongshan, delivered the work report for the People's Procuratorate of Zhongshan.

The meeting reviewed Zhongshan's condition of execution of the national economic and social development plan for 2021 and the report on the draft plan for 2022 as well as the the national economic and social development plan for 2022; budget performance for 2021 and the report on the drafted budget for 2022 as well as the municipal drafted budget for 2022; and the municipal government's report on completion of top 10 livelihood projects for 2021 as well as the report on candidate projects for 2022.
