Detailed rules for '24 Policies for Talent' unveiled

The "24 Policies for Talent" that cover housing, household registration, school enrollment for children, spouse employment, medical care and etc were introduced in April this year. The Zhongshan Human Resources and Social Security Bureau on December 9 released specific rules detailing the implementation of the "24 Policies for Talent". The detailed rules will be put into trial implementation from January 1 next year over a 3 year period.

The "24 Policies for Talent" propose that employers shall bear the main responsibility for the employment of spouses of high-level talent. The detailed rules clearly stipulate that spouses of high-level talent should be arranged accordingly to suitable public institution positions based on their academic background, major, work experience, work history and others by the work unit.

The detailed rules also establish requirements regarding the recommendation of high level talent from enterprises participating in the talent policy. For enterprises with significant economic contributions to Zhongshan, high-tech enterprises with outstanding contributions, and enterprises that have introduced provincial innovation and entrepreneurial teams which are still in existence, owners can recommend talented employees who have made outstanding contributions to join a special team for high level talent.

If spouses of talent are non-public enterprise employees, high-level talent enrollment organizations shall arrange positions by coordinating relevant enterprises or human resource service agencies. Non-public enterprises in Zhongshan that accept spouses of high-level talent will receive a 100% subsidy for all social security expenditures paid by the enterprises for 3 years.

In addition, entrepreneurship bases for young talent returning to Zhongshan are under construction. College graduates within 5 years of graduation can enjoy a rent-free office space and one-time startup support fund, business secured loan, and soft loan when establishing startups (within 3 years of obtaining an industrial and commercial business license in Zhongshan) in bases included on the list. The qualifying bases include Zhongshan e-Park Incubation Base, Zhongshan College Students Business Incubator, Guangdong Zhongshan Agricultural Incubation Base, and others.
