Zhongshan will implement the chief technician system among companies from November, and it will be valid for 5 years. According to the plan, a person who is identified as "Zhongshan Chief Technician" can enjoy the relevant preferential treatment relating to children's enrollment, talent subsidy and other benefits based on Zhongshan's regulations.

This plan proposes that during the five-year period, among the skill-talent-intensive companies adopting the chief technician system in Zhongshan, more than 100 Zhongshan Chief Technicians will be identified with a focus on manufacturing; a batch of advanced models for high-skilled talents with high level of job skills, strong scientific and technological innovation ability and outstanding contributions to the economic and social development of Zhongshan will be set.

These Chief Technicians are divided into two types: companies' Chief Technician and Zhongshan Chief Technician. The companies Chief Technician is appointed by their companies and the term of the position is also decided by their companies. The plan encourages all types of companies to set up chief technician allowances, subsidies for tutors, etc. Qualified companies should provide financial, equipment, venue, personnel and other support for the Chief Technician to be able to carry out technical research, and actively create conditions for communication and study, training and inspection for the Chief Technician.

A company who meets two conditions will be qualified to recommend the Zhongshan Chief Technicians. Firstly, the company should attach great importance to the construction of skilled talents, and established a relatively complete training, evaluation, selection, employment and incentive mechanism for skilled personnel. Secondly, the company should have a high level of skills, practical experience and performance contribution in the main job types and key positions of the company and the number of skilled talents should attain a certain level.

Persons recognized as "Zhongshan Chief Technicians" can enjoy the relevant preferential treatment relating to children's enrollment, talent subsidy and other benefits according to Zhongshan's regulations.
