The Implementation Plan of Zhongshan "Rural Craftsman" Project was issued a few days ago.

The plan proposes that by 2022, Zhongshan will carry out the training and cultivation of more than 5,000 rural craftsmen, encouraging 10,000 people to find jobs or start businesses.

The plan proposes that, in terms of training and cultivation of "rural craftsmen", Zhongshan will strengthen the vocational education of practical skilled talents for rural craftsmen. All vocational (technical) colleges and universities are encouraged to strengthen the major construction of rural construction craftsman, biological breeding, etc.

Zhongshan city also encourages people to make full use of training resources such as farmers' professional cooperatives, chambers of commerce (associations) of various trades, vocational training institutions, training bases, business incubation bases, and rural e-commerce bases. Besides, a number of institutions with good teaching conditions and higher training quality will be selected to undertake the training tasks of rural craftsmen.

The Plan requires Zhongshan to promote school-enterprise cooperation between vocational (technical) colleges and training institutions.

According to the Plan, Zhongshan city will encourage agricultural professionals and technicians to participate in the evaluation of professional titles. Information technologies, financing support and product promotion services will firstly be provided to rural craftsmen who have obtained the title of "Professional Farmer". Craftsmen with such title will also get favorable treatments in getting learning and training opportunities, and applying for financial support.

The plan proposes to improve the preferential supporting policies for employment and entrepreneurship of craftsmen, including granting entrepreneurship training subsidies, one-time entrepreneurship subsidies, rental subsidies, subsidies for enterprises that create employment, secured loans for entrepreneurship and interest subsidies. The policies are applicable to entrepreneurs who are rural craftsmen and their business entities.
