In 2021, a total of 2,502 enterprises in Zhongshan were included in Torch High Tech Industry Development Center, Ministry of Science and Technology's "Science and Technology Small- and Medium-Sized Enterprises Library", up 34.2% from a year earlier, ranking 5th in Guangdong province.

In recent years, the Zhongshan Science and Technology Bureau has continuously increased its support for technology-based SMEs. In particular, last year, it launched measures to promote its policies, stimulate the innovation frameworks of enterprises, strengthen the introduction and training of experts, and optimize enterprises' innovative and entrepreneurial environment, thus enriching funding models, improving policies, gathering top talent, and consolidating the conditions for innovation and entrepreneurship.

In selecting municipal model innovation enterprises, the Zhongshan Science and Technology Bureau explores and cultivates technology-based SMEs with vital technologies and high growth potentials. Among the 40 model innovation enterprises in Zhongshan, 18 are SMEs, accounting for 45% of all.
