Since the Regional Comprehensive Economic Partnership (RCEP) took effect 3 years ago, Zhongshan Customs have issued more than 10,000 RCEP certificates of origin, benefiting exported goods valued at nearly 2.6 billion yuan. These goods, mostly clothes, bags and suitcases, plastic products and etc, are primarily exported to countries such as Japan and South Korea.
Through the RCEP, China and Japan have reached an arrangement for bilateral tariff concessions for the first time. Additionally, the approved exporter system is a highlight of the RCEP. Under this system, enterprises recognized by the customs as approved exporters can issue their own certificates of origin for goods exported or produced by them that qualify as originating under the agreement and enjoy tariff preferences in the importing countries.
Tenma Precision (Zhongshan) Co Ltd is one of the earliest enterprises in Zhongshan to enjoy tariff preferences through the RCEP declaration of origin. According to Wang Dongying, the company's chief of customs business, Tenma mainly produces plastic products, and thanks to the RCEP, the tariff rate for goods exported to Japan by the company has decreased annually from 3.9% before the agreement's implementation to the current 2.8%. The company has issued 105 C/Os for goods worth over 20 million yuan since the RCEP took effect.
