'3-lows' industrial land transformation accelerated

According to the Zhongshan Bureau of Natural Resources, the Implementation Opinions on Further Promoting the Transformation of Old Plants to Improve High-quality Development (hereinafter referred to as the Implementation Opinions) have been formulated.

The Implementation Opinions focus on government role. Firstly, coordinating and planning for multiple lands shall be promoted. The local town and district governments are required to accelerate the transformation of "3 lows (low efficiency, low end and low quality)" industrial lands. They are equally expected to ensure the information service for the relocation and settlement of factories and turnover of plants during the transformation period. 

Furthermore, the Implementation Opinions encourage single entities to execute such transformations. In addition to previous policies that explicitly adopted the means such as real estate converting into shares, joint operation, land purchase and ownership investigation, the Implementation Opinions encourage entities to conduct an overall transformation by signing relocation compensation agreements, after transferring the relevant rights of real estate to a single entity.

In the meantime, the Implementation Opinions have improved financial incentives and clarified basic requirements for construction standards of industrial plants (involved in "industrial land transformation and upgrading") in terms of project land area, building floor area ratio and height limit, storey height and designed load bearing. "Industrial land transformation and upgrading" projects that meet specific requirements are eligible for a maximum municipal financial incentive of 10 million yuan. 

The land of old towns, villages or plants would be reused for industrial purposes after demolition and reconstruction. After the project is completed and accepted, implementation subjects would be rewarded by the municipal financial sector through the town and district governments on a basis of 200 yuan per square meter for the building area they own. If the land after transformation is used to set up plants for the advanced manufacturing industry and science and technological innovation industry, the reward will be 20% higher than the said standard basis.
