The Zhongshan Bureau of Commerce on November 4 released the Implementing Rules of Zhongshan Special Funds for Commercial Development (Projects to Promote Offline Trade) and is now soliciting public opinion on the document. The publicity period is from November 4 to November 18.

In recent years, a number of characteristic commercial streets have emerged in Zhongshan. Most of these streets were reconstructed based on the original buildings. According to the Implementing Rules, each characteristic commercial street project can be rewarded 30% of the total investment (3 million yuan top).

The Implementing Rules also specify that a characteristic commercial street (pedestrian street, commercial street or commercial complex) shall be at least 10,000 square meters large. The operating units should invest money in strengthening planning, optimizing environment, improving commercial quality, creating intelligent street blocks, enhancing cultural connotation, and standardizing management and operation.

At present, convenience store chains like Intime and Meiyijia have opened a number of stores in Zhongshan. In accordance with the Implementing Rules, companies who directly operate at least 10 community-based chain-orientation convenience stores in Zhongshan are eligible for a certain reward.

Companies who expand their business and operate at least 100 stores will be eligible for a one-time reward of 100,000 yuan. The reward will be 300,000 yuan for companies operating at least 300 stores, 500,000 yuan for 500 stores and 1 million yuan for 1,000 stores.

The Implementing Rules clearly support large-scale consumption promotion activities, and they require that these activities be filed with the Zhongshan Bureau of Commerce in advance. The support object is for enterprises above the designated size that participate in these activities. The support granted shall be 0.25% of the retail sales of the applicants during the single activity, and no more than 1 million yuan.
