The newly revised Pharmaceutical Administration Law and the newly promulgated Vaccine Administration Law (hereinafter referred to as both laws) were implemented since December, imposing higher penalties on black dens that produce and sell drugs without licenses and the production of fake drugs, according to the Zhongshan Administration for Market Regulation. Enterprises will face a minimum fine of 1.5 million yuan for producing fake drugs.

The newly revised Pharmaceutical Administration Law raised the penalty for illegal activities. Types of penalties have been increased too, with detention as a new penalty. Greater penalties have been imposed on black dens that produce or sell drugs without licenses and the production of fake drugs. The previous 2 to 5 times of fine has been increased to 15 to 30 times. Moreover, if the value of the medicine is less than 100,000 yuan, the minimum fine would be set at 1.5 million yuan.

The Vaccine Administration Law is a newly enacted law, and the Pharmaceutical Administration Law has also undergone major amendments. For the regulatory authorities, the most important task for implementing both laws is to carry out publicity campaigns and training. Since late October, Zhongshan has held publicity meetings in 6 districts and trained personnel from over 2,000 pharmacies and supervisors of various townships in the city. Through publicity campaigns and training, people's understanding of both laws has effectively deepened and the foundation has been laid for the successful implementation of both laws.
