Several Opinions of the Zhongshan People's Government on Further Boosting Headquarters Economy was recently released. The new policy takes incentive policies in Guangzhou and Shenzhen as benchmarks and highlights the features of "wide coverage, great strength and human-based design".

The Opinions further expanded the scope of the identification of headquarter enterprises. Three special cases can be directly identified: domestic and overseas listed companies, enterprises that are listed in other cities but have placed enterprise legal persons with headquarter functions in Zhongshan, and secondary companies (or above) or regional headquarters of central enterprises; service, manufacturing and construction enterprises that reached a certain tax payment amount and met a certain revenue standards; enterprises with special conditions and of special nature.

The Opinions increased the incentives for headquarter enterprises to settle and operate in Zhongshan. A headquarter enterprise settlement award is added, so that enterprises that meet the requirements for direct identification and are recognized as headquarter enterprises can enjoy the one-off award of 2 million yuan for that year. For the coming year, these enterprises will be given a maximum award of 50% of their contribution to the city in the previous year. The total amount of rewards received by each enterprise shall not exceed 100 million yuan.

Headquarter enterprises will have priority to acquire land for construction, and they are allowed to independently or jointly construct headquarters office buildings. These buildings shall be mainly used by themselves, or can be partly leased or transferred.
