The Guangdong Administration for Market Regulation and the Guangdong Private-owner's Business Association have recently proposed 11 measures for privately-owned businesses to resume work and production, which will benefit about 250,000 privately-owned businesses in Zhongshan.

These measures involve fee waivers, financing pressure relief, registration exemption for self-employed operators according to the law, time limit prolongation for license extension, prudent but inclusive management of the list of abnormal business operations, assistance in handling bank loans, support in social security fee relief, assistance in rent relief, assistance in ensuring electrical supply, active guarantee of employment and satisfaction of logistics needs, and giving ample free reign to the role of Party organizations and Party members.

By the end of 2019, the number of market entities in Zhongshan exceeded 420,000, among which about 250,000 were individual businesses, accounting for about 60% of entities.
