The revised Zhongshan's Policy Measures to Spur the Development of Leading Enterprises in the Manufacturing Industry has recently been issued. The policy proposes to strive to develop over thirty 5-billion-yuan-level manufacturing enterprises and over ten 10-billion-yuan-level manufacturing enterprises by 2024.

The revised Policy Measures have adjusted the conditions for identifying leading enterprises. Those whose headquarters or regional headquarters and functional headquarters are based in Zhongshan are considered qualifying enterprises, and the combined sales revenue in the last year was changed from "more than 2.5 billion yuan" to "more than 5 billion yuan", with the financial contribution rate of not less than 2%, and supplying a financial contribution of more than 100 million yuan.

The revised Policy Measures change the special items of output value breakthrough to the special items of operating revenue breakthrough, with more grades of rewards.

Relevant content such as incentives for talented people have been augmented, and the content of admission services have been revised as well.

In addition, special contents for innovation and development have been added. Specifically, leading enterprises evaluated as national and provincial manufacturing innovation centers shall be awarded 10 million yuan and 5 million yuan respectively.
