Zhongshan Human Resources and Social Security Bureau on September 15 issued a notice to solicit volunteer enterprises to carry out vocational skill level identification.

According to the notice, a group of medium-sized and above enterprises will be chosen to carry out vocational skill level identification. Such enterprises shall meet the following requirements: registered within the administrative area of Zhongshan; conforming to the industrial development direction plans of Zhongshan; specializing in businesses that are urgently needed by society; and are outstanding enterprises within their industries.

Enterprises are also required to have an internal organization dedicated for the training and assessment of employees, experts, appraisers and internal quality supervisors suitable for the occupation evaluation; possess venues, hardware facilities such as equipment, instruments and video surveillance devices suitable for the occupation evaluation; own outstanding human resources management systems and have practical incentives and constraint mechanisms in place. The corresponding benefits shall be granted to those who have obtained the certificate signifying the completion of vocational skill level identification.

Such enterprises shall receive funds for the education of their employees which can be fully allocated and used in accordance with regulations to provide a stable fund guarantee for vocational skill level identification, and the evaluation activities are not for profit; the affected employees must voluntarily accept the supervision and management of human resources and social security departments.

The notice requires that enterprises carry out occupation evaluation in sectors with both a large employee base and which requires special skills. Such sectors should be directly related to the main business of the unit and have great influence in the industry.

It is worth noting that the evaluation targets of the enterprise are the on-the-job employees and the dispatch personnel already working for more than one year with the enterprise (the place of social security insurance or employment should be in Zhongshan).
