The Zhongshan Bureau of Industry and Information Technology recently issued the "Detailed Implementation Rules for Zhongshan to Accelerate the Development of Leading Enterprises in the Manufacturing Industry".

The Rules propose that by 2024, Zhongshan shall cultivate one leading enterprise with a business income of at least 50 billion yuan, two enterprises with a business income of 20 billion yuan, 10 enterprises with a business income of 10 billion yuan, and 30 enterprises with a business income of more than 5 billion yuan.

The Rules define the condition of identification for leading enterprises in the manufacturing industry, which can be divided into primary selection and qualification review. The identified leading enterprises need to accept qualification reviews every year. There are defined application and review procedures for enterprise qualification selection, qualification review, support funds, and so on for leading enterprises.

The Rules have set application requirements, standards, application methods, and material requirements for supporting measures in terms of "operating revenue breakthrough", "talent-related incentives", "school admission services", "technological reform", "innovative development", "quality brand building", etc.

In terms of making operating revenue breakthrough, leading enterprises with a business income exceeding 3 billion yuan to 50 billion yuan for the first time will be given a award of 3 million yuan to 50 million yuan in their identification year. Some 80% of the incentive funds will be directly used to reward senior management personnel of enterprises.
