In recent years, Zhongshan has made efforts in reforms to streamline administration and delegate power, improve regulation, and upgrade services to stimulate the vitality of the market. The number of market entities has kept growing and now exceeds 560,000, of which the proportion of enterprises has risen to about 42%, and that of individual businesses has decreased to about 58%.

Since 2011, Zhongshan has been fully supporting, guiding and promoting the transformation of large-scale individual businesses into enterprises, and the efforts have paid off. Many policies have been rolled out especially this year, and channels have been established to improve efficiency, so that the proportion of individual businesses has continued to decline.

As of the end of September 2022, Zhongshan had facilitated the transformation of 29,879 individual businesses. The proportion of individual businesses to the total number of market entities dropped to 58.33%, 20.17 percentage points lower than before the reform and below the national average (66.67%).
