The provincial government of Guangdong issued a new action plan on October 9, proposing to build a trillion-yuan-level biomedicine and healthcare industry cluster, with some policies mentioned benefiting Zhongshan. On October 10, the municipal government of Zhongshan issued a new set of measures on the high-quality development of the biomedicine and healthcare industry, specifying to build Zhongshan into a domestic first-class biomedicine and healthcare industry hub with international influence, as well as to establish a 10-billion-yuan-level biomedicine industry fund cluster.

Eighteen specific measures are put forward to support research and development innovation, finance, industrialization of drugs and medical devices, optimization of industry innovation, development of medical institutions, and international exchanges and cooperation.

The measures attach importance to enhancing core competitiveness of the biomedicine and healthcare industry through sci-tech innovation. Specifically, strong support will be provided to the research and development of new drugs and medical devices. Enterprise with new drugs developed will be granted a maximum subsidy of 80 million yuan per year, and those with new medical devices developed are eligible for a maximum subsidy of 10 million yuan per year.
