The Center for Data Elements Research of CCiD Sichuan branch company recently released the 2025 China's Top 100 Cities in Data Elements report.

The evaluation took "market guarantee", "industrial foundation", "data supply", "circulation and application" and "security governance" as major indicators.

The top 5 cities in the ranking are Shanghai, Beijing, Shenzhen, Guangzhou and Hangzhou.

Ten Guangdong cities make the ranking, including Shenzhen, Guangzhou, Foshan, Dongguan, Zhuhai, Zhanjiang, Huizhou, Zhongshan, Zhaoqing and Jiangmen, and Zhongshan ranks 68th.

As a pilot zone for the market-oriented allocation reform of data elements in Guangdong, Zhongshan has unveiled the first data element service workstation in cooperation with Shenzhen, issued the first government data asset registration certificate and the first enterprise data asset certificate, and completed the first entry of data asset. Meanwhile, Zhongshan is actively promoting the pilot projects of Chief Data Officer, Data Broker, and innovative application of government-bank data integration.
