Zhongshan Human Resources and Social Security Bureau tried implementing random inspection system from August 14. Total 139 types of employer behaviour, including "introducing work for minors less than 16 years" and "asking employees to work over time without paying money" will be included in random inspection of the bureau. 

According to the bureau, random inspection means that the human resources and social security department, in accordance with law and regulations, randomly dispatch staff to randomly inspects the employing units within the jurisdictions, and publicizes the final inspection and punishment results to the public.
