Zhongshan eliminates “points-based hukou (registered permanent residence) registration” policy from this year on, but still maintains “points-based school enrollment” and “points-based public rental housing”. It marks the end of the “Zhongshan Point-Based System for Floating Personnel” which was initially launched across the country in 2009, says Zhongshan Floating Population Management Office.

According to the “Zhongshan People’s Government’s Implementation Opinions on the Promotion of Hukou System Reform” drafted out by Zhongshan Public Security Bureau and other departments in 2016, Zhongshan will lower the threshold of permanent residence registration in particular for 7 types of people.

Statistics show that by the end of May 2017, approximately 18.6 thousand persons have registered Zhongshan permanent residence through “points-based hukou registration” policy.
