Zhongshan Development and Reform Bureau recently released the exposure draft of “The Implementation Plan on Progressive Markup on Above-quota Non-resident Water Consumption of Zhongshan City” to collect public opinions.

According to the plan, the water volume surpassing 50% of the quota will be charged 150% of the price. A more severe progressive markup policy will be adopted in high-energy, high-pollution and over-capacity industries.

Zhongshan plans to implement the progressive markup system by the end of 2020.
