There will be a tunnel and an overpass added to the intersection of South Outer Ring, Chenggui Road and Qiwan Avenue. The overpass in particular will connect the Tanzhou Expressway, South Outer Ring, Chenggui Road and Qiwan Avenue.

Reportedly, the preliminary design of the project is inviting tender. The total cost is approximately 1.55 billion yuan, which will be 100% funded by the city finance.

According to the tender notice, a 2.47km-long section of South Outer Ring will be relocated 100 meters to the south, with a submerged tunnel penetrated underneath. The whole project mainly includes one interchange, one 850m tunnel, 5 bridges of 3.02km in total length, and 5.102 km of ramps.
