Zhongshan was the first in Guangdong to implement “total-controlled payment according to value of disease category” medical payment system in 2010. This initiative payment method was promoted province-wide in November of 2017.

Hospital consumption in Zhongshan was being contained since the implementation of the “total-controlled payment”. From 2011 to 2017, the city’s growth rate of per capita consumption in hospital was 15.1%, 11%, 12.6%, 13.2%, 14.1%, 7.2% and 2.2% respectively, all lower than the provincial average of 18%.

In addition, since 2014, Zhongshan started to introduce critical illness insurance, says relevant person in charge of Zhongshan Human Resources and Social Security Bureau. So far, up to 104,344 persons were benefited by critical illness insurance, with total 118 million yuan issued. The reimbursement ratio under the health insurance policy increased by 9.31%, which produced medical reduction for the insured.
