The Implementation Scheme mentions by 2020 over 80% of the domestic sewage of administrative villages should be effectively treated, while the popularizing rate of sanitary toilets in rural areas should reach 100%. “All-round well-off” should be realized in rural areas.

Besides, by 2022, Zhongshan should basically develop modern rural governance system and realize basic full-coverage of sanitary infrastructure in terms of waste and sewage treatment, sanitary toilet and etc. The per capita disposable income of rural residents is expected to reach 40,000 yuan per year by then.
