Zhongshan recently introduced a bold, new "Implementation Plan for Developing Modern Hospital Management Systems". This plan showcases innovation while setting guidelines and requirements on such important health issues as intelligent medical treatment, tiered diagnosis, hospital alliance construction, and others.

The Implementation Plan calls for expanding the range of convenient and beneficial services for the public. In it is a vision for how the city plans to improve medical services, optimize medical procedures, implement medical reservation system, practice daytime surgery, perform intelligent medical treatment, utilize remote medical systems, conduct multidisciplinary joint diagnosis and treatment, and more. The implementation of convenient services is to include "inter-treatment payment", inspection result push service, long-distance medical treatment payment, and others. By the year 2020, all local hospitals should be offering green channels for soldiers, seniors, the disabled, and pregnant women for issues involving registration, diagnosis, and treatment.

The Implementation Plan proposes the establishment of an internal resource sharing mechanism within the hospital alliance. Public hospitals at both the municipal and township levels will all be required to participate in hospital alliance construction, provide a medical image center, establish an inspection center, build a sterilized supplying center, and set up a logistic service center relying on each initiating unit's most advantageous resources. Additional considerations involve new service supply integration systems, medical quality and control homogenization, and mutual recognition of inspection results within the hospital alliance.
