Chen Zhonghe picked up the phone at home, and he was consulted about the procedures of getting a residence permit in Zhongshan by another Taiwan merchant who has a shoes factory in Nanlang Town. "Since I receive mine, my friends often call me for consultation," Chen smiled.

Since he received the residence permit, the 70-year-old can enjoy 3 rights in legal employment, social insurance and deposit, draw and use housing provident fund, 6 basic public services including compulsory education and health care, as well as 9 life services in terms of public transportation, accommodation, equally-treated shopping, consumption on culture, entertainment, tourism, and etc.
