The second plenary meeting of the 6th session of the 15th Zhongshan Municipal People's Congress convened on the morning of February 23. After concluding its agenda, the session then closed.

During the meeting, some members in the Standing Committee of the Municipal People's Congress were elected by secret ballot. The meeting also voted to approve various reports. These included the Government Work Report, the Economic and Social Development Plan for 2019, the Annual Budget Plan, the Work Report of the Standing Committee of the Municipal People's Congress, the Work Reports of the Zhongshan Intermediate People's Court and the Zhongshan People's Procuratorate, and the Member List of the Social Construction Committee of the municipal people's congress.

Meeting members also voted for Zhongshan's Top10 Livelihood Projects for 2019. A motion of note, decided upon by the attendees, was the "Hydraulic Prevention and Mitigation Engineering Promotion Bill." This bill was promoted and proposed by Liang Huiqun and other 12 deputies.

Lastly, the newly elected personnel took their constitutional oaths after the meeting drew to a close.
