E-bicycle licensing to start on Jun 1

The new national standards for electric bicycles have been implemented. Seeking solutions to manage the electrical bicycles, on April 25, Zhongshan Public Security Bureau, Zhongshan Market Supervision and Administration and Zhongshan Bureau of Industry and Information Technology jointly issued the Notice on Strengthening the Management of Electric Bicycles (exposure draft) to solicit opinions from the general public.

The Notice pointed out that as of June 1, those e-bikes which conform to the Safety Technology Specifications for Electric Bicycles and have been certified by CCC will be permitted to register and get a license.

According to the Safety Technology Specifications for Electric Bicycles, which has come into effect since April 15, the maximum design speed of electric bicycles is 25 kilometers per hour. The total weight of the whole bicycle (including the battery) shall not exceed 55 kilograms. The voltage does not exceed 48 volts. The continuous output power of the motor is 400 watts. And the electric bicycles must be ridable through the two pedals.

According to the Notice, the electric bicycles that meet the new standards and have obtained CCC certification will be registered and considered as non-motor vehicles in terms of management, and the "licensed sales" mode will be vigorously promoted during registration to facilitate the public to apply for the license.

A staff representative from the traffic police division of Zhongshan said that the specific licensing location and method will be announced after the exposure draft is approved.
