In order to accelerate the innovation and development of modern service industries, promote a collection of service industry elements, and produce peak development of modern service industries in the Guangdong-Hong Kong-Macao Greater Bay Area, the Zhongshan Development and Reform Bureau has formulated the Key Points for the Development of the Service Industry in Zhongshan City, 2019 (referred to as Key Points).

As stipulated in the Key Points, Zhongshan is committed to accelerating the development of three key industries this year. Namely, they are finance, exhibition, and cultural tourism.

In the finance sector, Zhongshan will formulate policies to support local legal entities and financial institutions to grow bigger and stronger. Zhongshan will introduce banks, securities, insurance, and other financial institutions to branch out in Zhongshan. The city will actively strive to establish the Zhongshan Urban Commercial Bank to support venture capital. Furthermore, Zhongshan will actively foster and introduce listed enterprises while adding a batch of listed service enterprises and reserve enterprises.

In the exhibition sector, the city should formulate preferential policies to support the development, cultivate a batch of high-quality exhibition projects, and introduce well-known exhibition brands from Guangzhou, Shenzhen, Hong Kong, and Macao. These brands will improve the professional level of regional characteristic exhibitions.

In the cultural tourism sector, Zhongshan should accelerate the establishment of a complex of major cultural tourism sites and actively introduce cultural and creative companies from Hong Kong, Shenzhen, and other cities.

At present, Zhongshan has a good foundation in the development of the three key industries. These industries have a role as leading and driving economic force. However, plans are still in the initial stage.

In 2018, the added value of the financial industry in Zhongshan reached 20.985 billion yuan, up 2.7% from a year earlier. Its contribution rate to economic growth was 2.48%. Additionally, the total income of Zhongshan's tourism industry was 29.41 billion yuan, with a 2.3% growth year-on-year. The city hosted over 14.12 million overnight tourists throughout 2018, up 5.9% from 2017.
