Zhongshan Bureau of Commerce has elaborated the exposure draft on "Rules for the Implementation of Zhongshan Special Commercial Funds (Incentives for Investment Promotion Projects)". The Bureau is also presently seeking opinions from the public.  

Based on this draft, there are three main categories of reward recipients, including the newly established foreign-invested companies in Zhongshan with independent legal entity, the operating foreign-invested companies with back-up from foreign investment, profit-into-capital-increase and etc (whose back-up and increased capital are counted in the city's annual foreign capital in actual use), as well as the investment promotion projects approved or granted support by the city authorities. 

According to the detailed reward rules, for foreign-funded project (except for real estate projects including commercial buildings, the same below), whose actual foreign capital (excluding foreign shareholder loans, the same below) exceeds $10 million (included, the same below) from 2018 to 2020, the municipal government will offer a reward equal to 2% of its annual actual foreign capital, with a maximum of 50 million yuan.

For manufacturing project invested by Fortune Global 500 companies or world's leading companies in Zhongshan with an annual actual foreign capital of over $30 million, IAB (new generation information technology, intelligent equipment, biomedicine) and NEN (new energy, new materials) manufacturing project with an annual actual foreign capital of more than $10 million, and multinational corporation headquarters or regional headquarters project, the municipal government will provide financial support in accordance with the approved standards and quotas.

For the newly established foreign-funded international corporation headquarters or regional headquarters project that has contributed more than $30 million to the city for the first time, the municipal government will offer a reward equal to 30% of its annual financial contribution, 30 million yuan at most.  

The municipal commerce bureau has also elaborated the "Detailed Rules for the Implementation of the Zhongshan Special Fund for Business Development (Recommended Investment Promotion Projects)", with an aim to fully deploy social resources, broaden channels for attracting investment, introduce high-quality projects and promote high-quality economic development.

According to these rules, the standard recommendation subsidy for new project shall be cashed at 1% of its paid-in registered capital in one year from the date of commercial registration. The recommendation subsidy amount for a signle project shall not exceed 3 million yuan.
