The Zhongshan Human Resources and Social Security Bureau on August 2 revealed at a proposal handling symposium that Zhongshan would introduce a series of new measures to attract talents.

Zhongshan will soon promulgate the "Opinions on Accelerating the Development of the Human Resource Service Industry in Zhongshan" (hereinafter referred to as the Opinions). It launches supporting measures for the construction of a human resource service industrial park, park management and backbone enterprise cultivation, regulates the development of human resource industry, gathers a number of well-known human resources service organizations at home and abroad, provides talent reserve for Zhongshan's integration into the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and offers such services as talent introduction, talent training, human resources development, venture capital, science and technology for enterprises.

The city plans to build a human resource service industrial park for GBA. "The Zhongshan Human Resource Service Industrial Park will be inaugurated in the Torch Development Zone at the end of 2019," revealed by a staff representative from the Talent Development Division of the Zhongshan Human Resources and Social Security Bureau. In addition, Zhongshan will also set up industrial parks in East District, Tanzhou Town, Nantou Town and Xiaolan Town. The 5 parks will cover an area of 32,000 square meters in total.

According to the Opinions, there will be 20 high-quality human resource service organizations in Zhongshan by 2025, with a total industrial scale exceeding 5 billion yuan.

Zhongshan is also studying the development of flexible talent introduction measures, with a maximum subsidy of no more than 300,000 yuan given based on work duration. "Top talents are not required to transfer their human relations and registered permanent residence to Zhongshan. Instead, they only need to work in Zhongshan for 1 to 6 months every year to make their contribution to solving technical problems for Zhongshan enterprises," said the staff representative.

The symposium also revealed that Zhongshan was speeding up the construction of talent apartments and would promulgate affordable housing management measures to grant talents at different levels affordable houses in corresponding sizes and implement a regular rent-free policy.
