Witnessed by the villagers, the cooperative development project of "Three Olds Reform" of Dahua industrial zone in Haizhou village, Guzhen Town was signed on January 10. This is the first village-level industrial park as a "Three Olds Reform" project in Zhongshan.

After the demolition of the zinc-iron shed factory building, high-rise factory buildings will be planned and constructed in the 320,000-square-meter modern industrial park. After its completion, the industrial park is expected to bring 15.7 million yuan of annual rental income to the villagers, twice as much as before the renovation. Tax revenue from the output of the industrial park will be 90 million yuan.

Dahua industrial zone was built in the 1990s and covers an area of 140 mu (about 9.3 hectares). According to the contract, the project will be built in two phases, achieving investment promotion and operation within 2 years and 4 years respectively. In the third year, it is expected to realize 60 million yuan of tax revenue, and in the fifth year, it is expected to realize 90 million yuan of tax revenue. About 9 million yuan will be paid as the rent in the second year and 15.7 million yuan in the fifth year.

The winning bidder will have a 30-year cooperative operation period, and 49% of the newly-built factories will be available for sale according to the "industry to industry" policy. After the expiration of the cooperative operation period, the village will be in charge of this industrial park for another 20 years.

At present, Guzhen Town has about 13,000 mu (about 866.7 hectares) of industrial land. The town will continue to promote the "industry to industry" conversion of some old industrial land in Haizhou, Gangnan and Caoyi villages.
