The third session of the 16th Zhongshan Municipal People's Congress opened at the Zhongshan Culture & Art Center on the morning of February 7.

Guo Wenhai, secretary of the CPC Zhongshan Municipal Committee, chairman of the Standing Committee of the Zhongshan Municipal People's Congress and executive chairman of the Presidium, presided over the meeting. Xiao Zhanxin, deputy secretary of the CPC Zhongshan Municipal Committee and mayor of the Zhongshan Municipal People's Government, delivered a work report on behalf of the Zhongshan Municipal People's Government.

Xiao noted that in 2022, Zhongshan maintained steady economic operation, with its GDP growing by 0.5% and total retail sales of consumer goods growing by 4.1%. Some 14,000 mu of low-efficiency industrial land was consolidated, and 24,000 mu of unsupplied and idle land was revitalized; some 59,000 jobs were created for urban residents.

This year, Zhongshan aims to increase its GDP by 6%, fixed assets investment by 12%, industrial investment by 60%, total retail sales of consumer goods by 7%, total imports and exports by 6%, added value of industrial enterprises above the designated size by 7%, and local general public budgetary revenues by 5%; to basically synchronize per capita disposable income growth with economic growth, and increase the CPI by about 3%; to create 47,000 jobs for urban residents; and to fulfill the tasks assigned by the province in terms of the proportion of days with good air quality and the proportion of surface water sections with good water quality, according to Xiao

Ouyang Guiyou, vice chairman of the Standing Committee of the Zhongshan Municipal People's Congress and executive chairman of the Presidium, delivered a work report on behalf of the Standing Committee. Liao Wanchun, chief justice of the Zhongshan Intermediate People's Court, delivered a work report on behalf of the Zhongshan Intermediate People's Court. Zhou Hong, chief procurator of the Zhongshan People's Procuratorate, delivered a work report on behalf of the Zhongshan People's Procuratorate.
