The Zhongshan Human Resources and Social Security Bureau has revised the Regulations on the Management of Doctoral and Post-doctoral Researchers in Zhongshan.
The Regulations were revised in several aspects, including improving the scope of management and service, complying with the relevant national and provincial regulations regarding scientific research and innovation platforms, and improving the management and service of doctoral and post-doctoral researchers. Zhongshan has strengthened policy support for doctoral and post-doctoral researchers.
1. The living allowance for post-doctoral researchers has been raised.
The living allowance for post-doctoral researchers working in a research station will be raised to 150,000 yuan per year for up to 2 years.
2. Subsidies for private enterprises to build research stations have been raised.
Added to the Regulations stating that "Private enterprises that set up stations, bases and doctoral research stations shall receive a subsidy of 10% higher than the current quota for workstation construction according to relevant municipal policies".
3. Wages for doctoral and post-doctoral researchers after completing their research and leaving the research stations have been clarified.
Doctoral and post-doctoral researchers who are identified or assessed as high-level talent and stay in Zhongshan to work after completing research projects can enjoy talent subsidies according to their classification and local regulations. The talent subsidy programs aim to provide the highest level of subsidies but will not include multiple living allowances.
4. Supporting policies for overseas talent have been improved.
Preferential policies were added for the introduction of doctoral graduates from overseas universities to work as post-doctoral researchers and work in Zhongshan after leaving their local doctoral research stations. Eligible doctoral and post-doctoral researchers who stay in Zhongshan after completing a project at a local research station will be given an additional living allowance of 100,000 yuan. Talent subsidies will be distributed for high-level talent in Zhongshan according to local welfare distribution methods.
