The WANB New Economy Research Institute, in conjunction with China Strategy Culture Promotion Association (CSCPA), China Chain Store & Franchise Association and other institutions, recently released the "Evaluation Report on China Urban Business Environmental Index in the Post-Epidemic Era" (2020) online. According to the report, Zhongshan ranks among the first tier cities nationwide in terms of public service environment building. Other cities in the first tier include Beijing, Shanghai, Shenzhen, Guangzhou, Wuhan, Xiamen, Taiyuan, Hangzhou, Xi'an and Zhuhai.

Data shows that Zhongshan has made more than 2,300 government service items of 36 departments available on the "Guangdong Government Affairs Service Website". At present, up to 97% of government service items in Zhongshan can be finished online.

Zhongshan has implemented 100% online concurrent service handling for enterprises. The establishment of enterprises, the production of seals and the application for invoices can be handled 100% online.

In addition, various tax reduction policies have been implemented, reducing the burden on enterprises by 10.97 billion yuan. Zhongshan distributed 530 million yuan of "guaranteed loans" and handled 17.01 billion yuan of bridge financing loans.
