The Zhongshan Civil Affairs Bureau announced that unified management of marriage registration would be available across the city as of July 21, 2021.

According to the announcement, for mainland residents, if one or both partners have permanent residence in Zhongshan, they can choose a marriage registration office in the city randomly to apply for marriage or divorce registration. However, marriage registration file query, replacement of marriage licenses, and other services will not be covered by the new policy for the time being. Marriage registration for foreigners, and residents of Hong Kong, Macao and Taiwan is still handled by the Zhongshan Marriage Registration Center.

This new policy adopts an appointment system. That is, applicants must first make an appointment before queuing on site. Couples can make an appointment online on the Guangdong province marriage registration appointment website (www.gdhy.gov.cn).
