Guo Wenhai, secretary of the Zhongshan Municipal Party Committee, on October 25 presided over a symposium for entrepreneur representatives to listen to their voices and suggestions. At the meeting, some entrepreneurs proposed setting up "mobile offices" and "on-call offices", leading Guo Wenhai responded by taking action right away.

On the afternoon of October 29, the "On-Call Office Area for Enterprises" was unveiled in the Zhongshan Public Service Center, and the online "On-Call Office for Zhongshan-based Enterprises" was also put into use on the "Yue Shang Tong" (粤商通) app. Through online and offline channels, Zhongshan-based enterprises can directly appeal to the Zhongshan Municipal Party Committee and the Zhongshan People's Government, where their appeals will be transferred to relevant departments by the 12345 hotline. Enterprises can also inquire about the appeals progress online in real time to ensure that their demands are being responded to.

In just four days, the "on-call offices" were launched both online and offline to build a bridge connecting the CPC Zhongshan Committee and the municipal government with enterprises and citizens to solicit public opinions and suggestions in a timely fashion.
