Affected by cold, biting air and continuous rainy weather, the Zhongshan municipal emergency departments started a level IV emergency cold weather response on February 19, requiring all departments and all towns and districts to implement protective measures against cold and freezing conditions to ensure the safety of citizens' lives and property.

As of 23:00 on February 19, a total of 242 emergency shelters were opened across Zhongshan, providing a place to stay for 91 people; visiting 2,441 elderly living alone and other targeted citizens, and helping 11 homeless people off the streets.
